Housing Services

Hastings County’s Community and Human Services department is gradually resuming in-person services to the public by appointment only in a limited capacity, beginning on September 8, 2020.

The Community and Human Services staff are committed to the ongoing health and safety of our employees, customers and community partner agencies. We continue to promote and encourage access to our services electronically and/or by telephone. Understanding that urgent matters may arise, your Caseworker will be able to schedule an in-person appointment when necessary starting September 8th, 2020.  As a standard, in-person visits will be considered for urgent reasons only, that telephone or electronic means can’t address.

For those visiting our office for a scheduled appointment, we have implemented the following additional safety measures to stop the potential spread of COVID-19.

  • All clients will be pre-screened by their Caseworker prior to booking an appointment.  If prior to your appointment you develop symptoms of the virus or any other illness, please contact our office to reschedule
  • Upon arrival to our office, a dedicated staff person will provide additional screening which will include a non-invasive temperature check, and a series of questions at a dedicated public entrance
  • The use of sanitizer and masks will be mandatory which will be made available prior to entry and masks will need to be worn during the entire visit
  • Maintain physical distancing: Directional arrows and signage are available throughout the building to ensure staff and clients can maintain recommended distancing
  • Plexiglass barriers have been installed within interview rooms
  • Interview rooms and high touch point surfaces are sanitized regularly
  • Maximum appointment duration of 20 minutes

Hastings County, through the Hastings Local Housing Corporation (HLHC), provides safe, modest and affordable housing for low income households. In addition, Hastings County, as Service Manager for Social Housing, is responsible for encouraging the development of new housing including non-profit/cooperative housing and affordable rental housing.

The HLHC units are located in Bancroft, Belleville, Coe Hill, Deseronto, Madoc, Marmora, Stirling, Quinte West (Trenton and Frankford Wards) and Tweed. The HLHC directly owns 1,433 social housing units. The Housing Services division of the Social Services Department manages these units and administers funding for 282 rent supplement units and 855 non-profit/cooperative housing units owned by 15 different non-profit/cooperative housing corporations.

The Housing Services office also administers the Social Housing Registry. This list provides one centralized waiting list for social housing in Hastings County.

How to apply for Housing Services

Please contact the Intake Access Centre at 613-771-9630 or 1-866-414-0300 during regular business hours Monday-Friday from 8:30am-4:30pm. Staff will help you complete an application over the phone. You must have a valid Social Insurance Number to apply. Alternatively, you may print off the paper application form and mail it in. You may also request to have a paper application mailed to you by contacting the Intake Access Centre or the Housing Services office.

Emergency Housing

Unfortunately, Housing Services does not supply emergency housing. Instead, please call Ontario Works at 613-771-9630 or 1-866-414-0300. After hours, call the Canadian Mental Health Association or 1-877-528-9514.

Waiting list

The length of your wait depends on the number of bedrooms required, location preference and vacancy turnover rate. This means we cannot tell you where you are on the wait list, nor can we predict how long you will have to wait.

Rent you will pay

Rent is approximately 30% of your total gross household income. Persons receiving a fixed income such as Ontario Works or Ontario Disability Support Program pay rates that are set by the Province of Ontario.

Canada Ontario Housing Benefit (COHB)

The Canada Ontario Housing Benefit (COHB) is a monthly housing allowance provided to help with housing costs for eligible households living in the community, in Hastings County and the Cities of Belleville and Quinte West. The amount of monthly allowance provided varies based on the household’s net income as determined by current income tax information.

Applicants must complete an application for Rent-Geared-to-Income housing in Hastings County to be eligible to apply for COHB. Applicants must agree to be removed from the Hastings County, Housing Wait List if approved for this program.
