New Chief Paramedic and Director of Emergency Services

“I am pleased on behalf of County Council and the members of our Emergency Services Joint Committee to announce that Deputy Chief Carl Bowker has been appointed as the new Chief Paramedic and Director of Emergency Services,” said Warden Rick Phillips. “With the recent announcement by our current Chief Doug Socha that he will be leaving to join his family’s business it was important for us to fill the impending vacancy as soon as possible. We were very fortunate to have the ideal candidate within our current operations. Deputy Chief Bowker’s skills and leadership abilities will serve him well as our new Chief,” added Phillips.

“With the support of County Council and the Emergency Services Committee, I would like to thank Chief Socha for helping to develop an innovative paramedic service and building a strong management team in our paramedic service,” said Committee Chair, Karen Sharpe. “Together they have developed a highly skilled and motivated service with advanced-levels of care, a very successful community paramedicine program, and established a remote patient monitoring that works closely with primary care physicians and the hospital to support our residents.”

Deputy Chief Bowker began as a paramedic in 1998 and started with the County as an Advanced Care Paramedic in 2007 and has since been promoted to the Deputy Chief of Quality and Development in 2013 and onto his current role as Deputy Chief of Operations which he has held since 2016. Earlier this year, Carl was awarded the Governor General’s Exemplary Service Medal. He will begin his role as Chief effective August 1, 2022.

“Let me say again that Deputy Chief Bowker has been instrumental in the development of our Paramedic Services as a senior member of the leadership team,” added Warden Phillips. “We are fortunate to have such a qualified and well-versed leader in our organization, and we are confident that he will do an excellent job leading our Paramedic and Emergency Services.”

Carl completed the Primary and Advanced Paramedic Program from Algonquin College and recently, his Master of Science Degree in Management from the University of Liverpool.
