Planning & Development

Hastings County Planning and Development office is gradually resuming in-person. The office will be re-opening to the public by appointment only in a limited capacity, beginning on September 8, 2020.

The Planning Department staff are committed to the ongoing health and safety of our employees, customers and community partner agencies. The Planning and Development Department encourages you to speak with a Planner prior to making an appointment. In many cases in person meetings are not required, and most inquiries can be completed over the phone at (613-966-1311 or 1-866-267-0575), through email and other telecommunication options, and visit the office as a last resort only.  However, if an in-person meeting is necessary, the Planner can advise you of what information you need to bring with you in order to facilitate your discussion.  If you are submitting an application, they can be submitted by mail or can be left in the drop box at the administration building at the 235 Pinnacle street entrance

For those with an appointment, there will be steps in place to stop the potential spread of COVID-19. Entry to the building will be available through the north entrance on Church Street. They will be greeted by a screener who will ask a series of questions, do a temperature check, and provide a mask that will be required to be worn for the entire visit.

NEW – Draft County of Hastings Official Plan 2017

The Planning Department is responsible to ensure land use is consistent with the County’s Official Plan as well as all relevant provincial policies, legislation and regulations. It is also responsible for economic development and for providing an effective and efficient Hastings-Quinte 9-1-1 service. The Planning Department works with and advises the member municipalities, the Planning Advisory Committee, and the public on development and long-term planning policy.

The Planning Department works with other organizations, including the provincial ministries involved in land use and environmental policies and regulation. The department also works with staff of member municipalities and partner municipalities on matters of growth and development.

Moderate or slow growth and modest demand for urban residential and employment lands is projected for the County of Hastings given its aging population.
