New Senior Staff for Hastings County Announced

“On behalf all members of Hastings County Council I am very pleased today, along with our CAO Jim Pine, to announce our newest members of the senior leadership team,” said Warden Rick Phillips.  “Mr. Connor Dorey will take on the duties of Director of Community & Human Services, and Mr. Tony Bird will be Director of Finance and County Treasurer upon the retirement of the current Director, Susan Horwood,” said Phillips.

“We are thrilled to be adding both Mr. Dorey and Mr. Bird to our department head team,” stated Pine. “Both bring excellent experience in their respective fields along with a clear enthusiasm to lead their new departments.  I believe they are committed to the important principle of collaboration and support with and among their fellow department heads.  They will make great team members,” added Pine.

“Both Mr. Dorey and Mr. Bird understand the importance of working closely with their staff in order to ensure the County continues to deliver the best possible service to the people of Hastings County,” stated Pine.

“Our mission is straightforward,” stated Warden Phillips.  “We are here to help people and our communities prosper and these two departments are critical to that mission. We look forward to Mr. Dorey and Mr. Bird playing a big role in the years to come in supporting people and our communities,” concluded Phillips.

Backgrounder

Connor Dorey

  • Connor has been an employee of the County of Lennox & Addington since 2017 and is currently the Manager of Social Services.
  • His current portfolio includes Affordable Housing, Homelessness and the Local Housing Corporation for both the County of Lennox & Addington and Prince Edward County, who contracts with L&A for the provision of social services.
  • Before taking on the role as Manager of Social Services, he was a Business Analyst within the department with a specific focus on strategic planning and developing stakeholder partnerships with local service providers.
  • Prior to working with L&A, Connor worked with Simcoe County’s Social and Community Services department and various roles within the private sector.
  • Connor holds an Honours Bachelor of Arts in Political Science from the University of Guelph and has continued to enhance his education with an Honours Research Analyst Graduate Certificate, a Certificate of Public Policy and Administration, as well as an Honours Executive Diploma in Municipal Management.
  • Mr. Dorey will assume his duties on November 14, 2022.

Tony Bird

  • Tony has 20 years of work in Hastings County’s Treasury Department and currently holds the position of Financial Analyst, supporting departments across the County’s operations.
  • Tony also supports the financial needs of the Eastern Ontario Regional Network (EORN), Eastern Ontario Wardens’ Caucus (EOWC), EORN Consulting services (ECS) and Eastern Ontario Leadership Council (EOLC).
  • Tony holds a Bachelor of General Studies degree with an accounting concentration from Athabasca University, an Accounting Diploma from Loyalist College as well as an Honours Executive Diploma in Municipal Management.
  • Tony is a life-long learner having completed numerous educational programs from professional development organizations like the Association of Municipal Managers, Clerks and Treasurers of Ontario (AMCTO), the Federation of Canadian Municipalities (FCM), the Local Authority Services (LAS), and the Municipal Finance Officers’ Association of Ontario (MFOA).
  • Mr. Bird will assume his new duties on January 1, 2023.
