    The County of Hastings is currently accepting applications for a Temporary Full-Time Home Administrator at Hastings Manor Long-Term Care Home in Belleville, Ontario.

Under the direction of the Director of Long-Term Care, the Administrator shall be responsible for the long-term care home and its management in accordance with Ministry of Long-Term Care Acts and Regulations.

Duties and Responsibilities

Guiding Principles: 
•    Ensure that the mission, vision and values are articulated and spread throughout the home.
•    Promote a culture of respect and foster an environment of Excellent Customer Service.
•    Develop policies and procedures to achieve the mission and goals. 
•    Provide excellent leadership and promote teamwork in the achievement of the home’s objectives.
•    Demonstrate commitment and action towards the mission, vision, values of Hastings/Quinte Long-Term Care services focus as a person-centered service. 
•    Develop, interpret, and ensure that departmental goals and objectives, Ministry standards, legislation, Hastings County and Hastings/Quinte Long-Term Care policies, procedures, and standards for Accreditation are reflected in the departmental operations

Leadership and Oversight:
•    Provide direction, advice, and guidance to the leadership team on long term care business, service, performance management and program matters.
•    Understand and work within the guidelines of the collective agreement(s). Liaise with the collective bargaining unit(s) to promote mutually beneficial resolutions. 
•    Lead the home in accordance with and follow the Occupational Health and Safety Act and County policies.
•    Utilize supportive interpersonal skills to effectively empower team members’ approach to improve quality care, throughout all levels of the home. 
•    Participate and lead assigned committees. 
•    Maintain partnerships with all leaders of the home to ensure a holistic and person-centered approach to care and programs. 
•    Promote positive team member and resident relations. 
•    Collaborate with community partners and resources. 
•    Select and develop employees; provide an opportunity for growth and development; create an environment that will increase knowledge and skills among all employees.
•    Ensuring labour relations matters are managed fairly, consistently and pragmatically and work to resolve grievances as they arise and participate in the grievance process as needed
•    Maintain and nurture effective relations with the organization’s unions and participate in the negotiating process when renewing collective agreements.
•    Participate in the organization’s continuous quality improvement processes, prioritizing and recommending improvements in areas related to resident care, environment, information management, human resources, management and community development. Maintain effective and timely communication with the resident and family councils.
•    Manage the homes in a manner that complies with or exceeds provincial legislative and regulatory requirements and act on any issues of non-compliance that may arise in a timely and effective manner.

Program Development & Communication: 
•    Develop a communication strategy to engage residence, families, team members and the community. 
•    Facilitate the development, implementation and evaluation of the Strategic Plan, Operational Plan, and Corporate Accreditation in conjunction with the leadership team.
•    Liaise with residents, families, and community stakeholders.
•    Review of updates to policies and procedures in accordance with best practice guidelines and applicable legislation. 
•    Ensures appropriate allocation of resources and efficient resource utilization within available financial resources and oversee the approved budget of the Home.

Program Delivery: 
•    Be responsible and accountable for the overall operation of the home including resident care, programs, services, environmental, human resources, and fiscal performance.
•    Ensure compliance with Zero Tolerance of Abuse and Neglect through managing and reporting complaints.
•    Develop, monitor and provide direction for the Continuous Quality Improvement program and the standards of ethical practices to ensure a high standard of resident service.
•    Ensure program excellence through program and outcome evaluation.
•    Identify and implement effective best practices for risk management to ensure workplace safety for residents, families, visitors, volunteers, staff etc.  Minimize liability and uphold reputation.  Provide a safe and secure home.
•    Provide in-house support for software systems (Point Click Care, Staff Schedule Care, email password resets)
•    Other related duties as assigned.

Health & Safety: 
•    Ensure that employee incidents are documented, investigated, and submitted to the Administrative Associate. 
•    Immediately report and document all incidents of alleged, suspected, or witnessed abuse or neglect of a resident in accordance with the Fixing Long-Term Care Home Act, 2021 and home policies and procedures. 
•    Ensure a zero-tolerance approach is taken in all instances of alleged bullying or harassment in accordance with the County of Hastings policy and procedures. 
•    Be aware of and follow emergency response procedures including all practice drills. 
•    Be accountable for the delivery of high quality, safe, and reliable care along with a safe working environment to ensure and protect the health and safety of those who use and deliver the programs and services provided by Hastings Manor. 
•    Works in a safe manner in accordance with the Occupational Health and Safety Act, associated regulations, other applicable legislation, County policies and procedures, and guidelines. 
•    To educate, respect and promote Cultural and Diversity to all team members, volunteers, students, and the clients we serve.
•    To promote and practice Psychological Health & Safety in the workplace through prevention, promotion, and guidance.
•    Collaborate with the Infection Control Coordinator in the planning, education and communication of all infection control prevention and control practices of the home.

        Minimum Qualifications

Education & Certification
•    A three-year University Degree in Health Administration and/or equivalent combination of education and experience as outlined in O. Reg. 246/22 under the Fixing Long-Term Care Act, 2021, S.O. 2021, c. 39, Sched. 1.

License, Registration and Training
•    Completed or is enrolled in a program in long-term care home administration or management that is a minimum of 100 hours in duration of instruction time.
Experience 
•    Minimum three years’ experience in a leadership role in health care, preferably in a Long-Term Care setting and/or as outlined in O. Reg. 246/22 under the Fixing Long-Term Care Act, 2021, S.O. 2021, c. 39, Sched. 1.

Knowledge, Skills, and Abilities 
•    Superior planning, organizational and management skills.
•    Strong communication skills (oral and written) to interpret legislation, prepare reports, develop policies and effectively convey information and provide direction to a diverse population.
•    Strong leadership skills to guide and direct the fulfillment of the requirements of Fixing Long Term Care Homes Act (2021) and any other application Regulations, laws or regulations 
•    Demonstrated ability to work as a member of an interdisciplinary team and proven team building and leadership abilities.
•    Ability to work independently and demonstrate sound decision making, time management and administrative skills.
•    Ability to prioritize and work efficiently and accurately to meet deadlines in a fast-paced environment.
•    Excellent interpersonal, problem solving and conflict resolution skills.
•    Demonstrate a commitment to diversity, equity, and inclusion through continuous development, modeling inclusive behaviors, and proactively managing bias
•    Demonstrated ability to supervise a large number of staff providing various levels of nursing care.
•    Proficient in the use of Microsoft Office as well as other relevant computer applications.
•    Capacity to create an environment conducive to the well-being of the residents.

HOURS OF WORK:  
•    Normal hours of work are Monday to Friday, 8:30 a.m. to 4:30 p.m. (35 hours/week). 
•    Occasional overtime may be required for project completion. 
•    On-Call Requirements 24/7

WAGE RANGE:    $131,187- $153,470 per annum, with excellent fringe benefits
