Children's Services Funding Coordinator - Full-Time

The Childcare Department has an opening for one (1) full-time Children’s Services Funding Coordinator.  This is a non-unionized position reporting to the Early Years and Childcare Manager.  This position is responsible to ensure the effective and efficient planning, coordinating and administration of the delivery of child care funding and contractual reporting through the Ministry of Education.

Residents’ health care needs are served by Quinte Health Care Corporation (QHC) and family health teams throughout the County. QHC runs three hospitals in the Town of Bancroft and cities of Belleville and Quinte West. It also owns and operates a hospital in Picton in Prince Edward County.

Duties:  

Program Delivery & Reporting: 

  • Monitor and implement a program evaluation framework, including key performance indicators, communication, budget adherence, timelines, and outcomes. 
  • Select appropriate methods, design procedures for collecting and analyzing the data, maintain data collection templates, database, and spreadsheet applications, for the purpose of collecting and analyzing statistical, service, and financial data based on the needs of the program area, or current Ministry funding initiatives. Use the data to identify trends and gaps that impact service providers. 
  • Develop, update, and maintain internal policies/procedures, accountability mechanisms, child care provider resource and tools, service agreements, and letters/forms as new information is released from the Ministry of Education regarding Ministry of Education initiatives.  Prepare background information for recommendations for the allocation of child care resources as needed. 
  • Provide communication materials and internal / community partners communications for program and funding initiatives as well as regularly measure and monitor status.  
  • Compile departmental statistical information for contractual reporting to the Ministry of Education for Wage Enhancement, General Operating Grant, Canada Wide Early Learning Child Care System funding applications for Child Care Service Providers and ensure compliance with eligibility criteria. Apply knowledge of the Child Care and Early Years Act and provincial Guidelines/Policies to align with service delivery requirements and Ministry of Education EFIS reporting. 
  • Liaise with the Ministry of Education, vendors, service providers, community agencies, other County departments, other service delivery agents, provincial and community partners to maintain a current understanding of Early Years and Child Care needs, issues, best practices, and all relevant child care policy and legislation; as well as to ensure that service providers needs are effectively met. Understand funding impacts to support financial viability for service providers. 
  • Collaborate on the planning, development, and local implementation of the CWELCC system, in compliance with the Child Care and Early Years Act and provincial guidelines. 
  • Provide key performance data as taken from various forms of consolidated collection and reports, as well as interpretation of guidelines to support the development of the County Child Care Service Plan. 
  • Ensure compliance with Electronic Document and Records Management, maintain current understanding of the applicable legislation. Attend County administration led meetings as required for reporting and record keeping updates. 

 

Leadership:
  • Participate as a Hastings County representative on various local and provincial networks. 
  • Liaise with service providers, Ministry of Education, provincial, other municipal and community partners to understand Early Years and Child Care needs, issues, exchange information and best practices. 
  • Backfill the School Age program Supervisor position for registration, and financial reporting as required.   
  • Support the onboarding of staff with training and system processes and guidelines. 
  • Monitor and review business processes, legislation, regulations, and guidelines, as well as broader trends within the local community, ensuring consistency of program and professional standards and practices, and compliance with federal and provincial legislation, municipal policy and regulations, generally accepting accounting principles. 

 

Finance:
  • Monitor program and financial performance of purchase of service agencies, special needs resourcing programs. Review operator submissions including financial information to ensure compliance with guidelines and service agreements. 
  • Create, develop, implement with guidance templates, the reconciliation of funding allocations to service providers; confirming service provider funding advance balances as requested and at year end. 
  • Receive applications for funding, calculate, prepare cash flow funding for service providers and reconcile funding for General Operating, Wage Enhancement, Canada Wide Early Learning Child Care, one-time special purpose funding. Ensure compliance with Ministry of Education contractual performance management-based funding framework. Approve funding issued up to authority level of $ 25,000.  Attain approval for funding above authorized delegation of signing authority. 
  • Consolidate reporting data, prepare journal entries as needed, and reconcile funding for the Ministry of Education EFIS reporting for Children’s Services, review Children’s Services Service Contract and reconcile external reports and Transfer Payment Agreement funding to the Ministry of Education, ensure compliance with Ministry of Education funding guidelines. 
  • Monitor the program funding budget, develop plans related to program delivery and operational cash flow projections.  Report on program delivery, financial and administrative reporting requirements for submission to the Ministry.  Monitor programs and keep management informed of the progress to support the achievements of targets and outcomes in alignment with the Service System Plan, and Ministry Service Targets. 
  • Recommend funding approaches and develop policy and guidelines for management approval based on interpretation, knowledge of provincial guidelines and develop strategies for home and centre-based child care operators to support funding dispersed.

  • Protect own health and the health and safety of others by adopting safe work practices and reporting unsafe conditions immediately.  Follows all guidelines for employees and employers as legislated under the Ontario Occupational Health and Safety Act. 

 

Minimum Qualifications and Experience:
  • Two-year College Diploma in Business Administration, Human Services or related field that is deemed equivalent. 
  • Minimum of three years related progressive experience. 
  • Knowledge of generally accepted accounting principles with a strong focus on program funding oversight and administration.   
  • Excellent computer skills in using financial spreadsheet software at the advanced level. Eg. Excel 
  • Strong interpersonal and effective leadership skills. 
  • Well-developed communication skills in both oral and written with proven ability to facilitate to various audiences. 
  • Ability to set priorities and meet deadlines in a demanding and ever changing work environment. 
  • Requires solid organizational and time management skills. 
  • Demonstrated ability to work well under pressure and apply discretion and sound judgment in the areas of problem solving and decision making. 
  • Ability to work independently and collaboratively within a team environment. 
  • Ability to maintain a high degree of confidentiality at all times. 

 

Hours of Work:

8:30 a.m. to 4:30 p.m. Monday to Friday 

 

Wage Range:

$77,087 - $90,160 per annum with excellent fringe benefits
